The Weather Emergency Over Houston

On November 16, 2014, a VFR-only pilot flying a Cessna 172 became trapped on top of solid IFR weather while trying to reach the Houston area. The pilot had been flying from Kerrville, Texas, toward David Wayne Hooks Airport north of Houston and had been airborne for almost two hours before asking for help.

A Ceiling That Covered the Region

The weather layer was described as almost 8,000 feet thick and extending hundreds of miles around the Houston area. The pilot did not have the instrument qualification needed to operate routinely in the conditions encountered. With limited fuel, simply diverting to a distant airport with VFR conditions was not considered practical.

Hugh McFarland Takes the Call

Houston TRACON controller Hugh McFarland recognized that the aircraft needed more than a single vector. McFarland was also a Baron owner and instrument-rated pilot. He began preparing a descent toward Houston Executive Airport. The account says he helped the pilot load the airport into the GPS and repeatedly monitored airspeed, bank angle, trim and carburetor heat while guiding the aircraft through the weather.

The Descent

For about 20 minutes, McFarland acted as the pilot’s primary source of navigation guidance. He used landmarks and the aircraft’s position to help the pilot find Houston Executive. The pilot eventually broke out of the weather at about 700 feet mean sea level. Radar contact was later lost as the aircraft descended further.

The Landing

Even after radar contact was lost, McFarland continued providing the airport’s relative position. The pilot ultimately landed safely at Houston Executive. The incident later became an award-winning example of ATC assistance, and the recorded communications preserve the detailed coordination between the pilot and controller.

How the Emergency Unfolded

There is no accident investigation finding assigning a cause because the event ended safely. The evidence instead documents a VFR pilot encountering conditions beyond the flight’s intended operating environment and a controller building a practical route to a reachable airport. The published reports do not reproduce every operational detail from the recording.
