NORDO Helicopter Creates a Low-Level Hazard Near Washington
A helicopter operating without normal radio communication at low level near the Washington area created a complicated sequence for controllers and other aircraft. The event involved a helicopter operating near power lines and the highly protected airspace around Ronald Reagan Washington National Airport.
When an aircraft becomes NORDO—unable to communicate normally with ATC—the controller's problem is immediately larger than the individual aircraft. The controller has to determine the aircraft's likely intentions while protecting other traffic from a target that may not respond to instructions.
In this case, the helicopter's low-level operation brought it into an environment where multiple aircraft were already being sequenced. The reported presence of power lines added another physical hazard. A Coast Guard response was initiated, while aircraft operating at KDCA were affected by the developing situation.
The response also involved go-arounds. A go-around is an ordinary maneuver when used for traffic spacing, but repeated go-arounds caused by an unidentified or non-communicating aircraft are a sign that the normal traffic-management system has been disrupted.
The event demonstrates the value of coordination between ATC, airport operations and military or Coast Guard units in the Washington area. Controllers cannot simply clear the runway and assume the problem is solved; they have to keep tracking the non-communicating aircraft while maintaining separation for everyone else.
Washington's airspace is unusually unforgiving of uncertainty. Reagan National sits close to the center of the National Capital Region, with restricted and special-use airspace surrounding it. An aircraft operating at low altitude without reliable communications therefore creates a problem that extends beyond the immediate traffic pattern.
A controller normally expects an aircraft to acknowledge clearances and report when required. When that link disappears, the controller has to rely more heavily on radar, observed position and coordination with other facilities. The helicopter's low altitude made the problem more difficult because conventional radar coverage and visual identification can be more challenging close to the ground.
The reported power-line hazard added another layer. A helicopter operating low enough to interact with wires is already managing a significant terrain and obstacle environment. At the same time, aircraft arriving at KDCA require protected approach and runway corridors.
The Coast Guard response demonstrated the value of having another aircraft available to identify and monitor a non-communicating target. Other aircraft could then be sequenced around the developing situation rather than being left to encounter the helicopter unexpectedly.
From an ATC perspective, the go-arounds are perhaps the clearest indication of the disruption. A runway can remain physically clear while still being unusable for a particular arrival because controllers cannot be certain where an unidentified aircraft is going next. In that sense, the helicopter affected the airport even without entering the runway itself.
Because the helicopter was operating low, the normal expectation that an aircraft will respond to a frequency change or acknowledge a clearance could not be relied upon. Controllers therefore had to combine surveillance information with reports from other aircraft and supporting agencies.
The incident also shows why NORDO procedures are designed around uncertainty. A non-communicating aircraft may be perfectly safe, may have a radio problem, or may be unaware of the traffic situation. Until its intentions are known, other aircraft have to be protected from all plausible movements.
The resulting disruption is a reminder that ATC safety is not simply the separation of known aircraft. Controllers also have to manage unknowns, and unknown traffic can consume considerably more attention than a normal aircraft following its clearance.
