F/A-18 Fuel Emergency Tests St. Louis ATC
On April 4, 2012, a U.S. Navy F/A-18 was approaching the St. Louis area when deteriorating weather, a missed approach and dwindling fuel turned a routine arrival into an emergency that required close coordination between the pilot and controllers.
The aircraft was operating as Empire 11 and was being guided toward Spirit of St. Louis Airport. Weather conditions became unsuitable, and controllers redirected the fighter toward Scott Air Force Base. During the approach to Scott, radio communication with the aircraft was temporarily lost.
When communications were restored, controllers learned that the F/A-18 had missed the approach. The pilot reported minimum fuel. Another approach was attempted, but the weather again prevented a normal landing. The aircraft was redirected a second time, this time toward Lambert-St. Louis International Airport, where conditions were reported to be somewhat better.
The problem had now changed character. A weather diversion had become a fuel emergency. The aircraft had already used fuel while attempting approaches and while moving between airports. The controller handling the fighter therefore had to find a way to give the aircraft the best possible chance of reaching a usable runway.
The pilot declared an extreme fuel emergency. Controller Steve Clark worked surrounding traffic and cleared airspace around the F/A-18. The fighter was allowed to climb to approximately 10,000 feet, a maneuver intended to preserve fuel and increase the aircraft's available range.
At the same time, controller Kevin Cook concentrated on the emergency aircraft and provided an improvised surveillance approach into the St. Louis area. The approach was not a routine sequence conducted under normal conditions; it was assembled around the aircraft's immediate needs.
The fighter reached Lambert with roughly five minutes of fuel remaining, according to the contemporary controller account. That margin was extremely small compared with the time and fuel normally available during an airline or military arrival.
The significance of the incident is not that controllers somehow created fuel. They could not. Their contribution was to remove obstacles from the fighter's path, manage the surrounding traffic and provide a usable approach while the pilot conserved the remaining fuel.
The event also shows how weather can become a fuel-management problem. Each missed or diverted approach consumes time, and for a fast military aircraft operating near minimum fuel, the available margin can disappear rapidly.
The public record does not establish a mechanical problem with the F/A-18. The documented chain is weather deterioration, communication loss, missed approaches, minimum fuel, emergency declaration and a successful landing at Lambert.
