The Smell in the Playground
The teachers at Park Avenue Elementary smelled it before they understood what it was — a chemical, oily smell drifting over the playground on a Tuesday afternoon in January. Then it started to fall, a fine drizzle that landed on children's skin, on clothing, on the asphalt where kids had been playing minutes earlier. One teacher would later describe thinking, in that first confused moment, that it must be a terrorist attack. It wasn't. It was jet fuel, and it was falling from Delta Air Lines Flight 89, still climbing out of Los Angeles International Airport on its way to Shanghai.
A Compressor Stall at 7,700 Feet
The Boeing 777-232ER, registered N860DA, had just taken off with 149 passengers aboard for what was supposed to be a nonstop, 13-hour flight across the Pacific. It got 25 minutes into the air. Climbing through around 7,700 feet, the crew experienced compressor stalls in the number two engine and made the decision to shut it down and return to LAX.
That decision was sound and standard — a twin-engine aircraft can fly safely on one engine, and returning to the departure airport after an engine problem is exactly what crews are trained to do. The complication was weight. The 777 had just taken off with a full load of fuel for a 13-hour transpacific crossing, and it was now far heavier than the maximum weight at which it's certified to land. Landing overweight risks structural damage to the airframe and landing gear. The standard solution is to dump fuel before coming back down — but LAX's departure and arrival paths run out over the Pacific specifically so that fuel dumping, when it's necessary, happens over open ocean, not over the city.
Over the City Instead of the Ocean
Flight 89 didn't make it out over the water before releasing fuel. Instead, as the crew circled back toward LAX over roughly 20 to 30 minutes, thousands of pounds of jet fuel came down over Cudahy and the surrounding Southeast Los Angeles communities — densely populated, low-income neighborhoods sitting directly under the flight path. Four elementary schools were in the fuel's path: Park Avenue Elementary in Cudahy took the most difficult of it, with Tweedy Elementary, San Gabriel Elementary in South Gate, and Graham Elementary in Florence-Graham also affected. The Los Angeles County Fire Department treated 20 children and 11 adults at Park Avenue alone for minor injuries — skin irritation, breathing difficulty, nausea — with additional patients treated at the other three schools. No one required hospital transport. But 40-plus people, most of them children who'd simply been outside for recess, ended up needing medical attention because of fuel that was never supposed to reach the ground.
What the Investigation Found
The aircraft landed safely back at LAX. A post-landing inspection turned up metal debris in the number two engine's tailpipe — evidence of whatever internal fault triggered the compressor stalls in the first place — and the engine was subsequently replaced. The FAA opened an investigation into why the fuel dump happened where it did rather than over the designated unpopulated areas offshore that LAX departures are supposed to use for exactly this scenario.
The Cost, Years Later
The human and legal fallout stretched on for years. Four teachers at Park Avenue Elementary sued Delta, describing feeling fuel on their "clothes, flesh, eyes and skin" and the fear that came with not immediately knowing what had happened to them. Residents under the flight path filed separate suits over property damage and lingering fuel odor. In 2025 — five years after the incident — Deltagreed to a $79 million settlement covering the affected community, without admitting liability, citing a desire to avoid the continued cost and disruption of ongoing litigation.
Why Fuel Gets Dumped at All
A widebody aircraft like the 777 is certified with two separate maximum weight limits: one for takeoff, considerably higher, and one for landing, lower — because the stress a landing gear and airframe absorb touching down is fundamentally different from the stress of climbing away from a runway.
